Director

David Dyssegaard Kallick is the director of the Immigration Research Initiative. He is the author of many studies, book chapters, and academic papers on the economic aspects of immigration at the national, state, and local levels, with a particular focus on New York State.

Before starting IRI, Kallick previously served as deputy director and director of immigration research at the Fiscal Policy Institute. Before that, he was a senior fellow at the Preamble Center and editor of Social Policy. 

Kallick, who can present in Danish, German, and French, teaches Urban Economics at the Pratt Institute’s Graduate School for City and Regional Planning. He holds a bachelor’s degree from Yale University.

Cyierra Roldan

Deputy director

Cyierra Roldan is the deputy director of the Immigration Research Initiative, where she leads the organization’s management and communications. She also works on immigration research, including on refugee workers and on the provision of driver licenses to undocumented New Yorkers. 

Roldan was previously an immigration policy analyst at the Fiscal Policy Institute. She also served as a commissioner for the Schenectady County Human Rights Commission, where she oversaw the Jail Oversight Committee.

Cyierra Roldan holds a bachelor’s degree in sociology from Colgate University and a master’s degree in public administration from the Rockefeller College of Public Affairs and Policy at the University at Albany.

Anthony Capote

Senior data and policy analyst

Anthony Capote is a senior data and policy analyst at the Immigration Research Initiative, where they direct micro-data research and analysis. Capote also works with partners and advocates on issues relating to worker empowerment. Capote received a PhD in sociology at the CUNY Graduate Center in 2024.The child of Cuban immigrants, Capote has seen the positive impacts of favorable immigration policy up close. Capote speaks both Spanish and English.

Shamier Settle

Senior policy analyst

Shamier Settle is a senior policy analyst at the Immigration Research Initiative, where her research focuses on Black immigrant communities, economic justice, and the intersection of race and public policy.

Settle has provided public testimony before both the New York City Council and the New York State Legislature on issues ranging from 2030 census outreach to the social impacts of mass deportation. Her commentary, which has appeared in major outlets, often explores Black–immigrant solidarity.

Settle was previously a policy analyst at the Fiscal Policy Institute, where she worked on New York State tax and budget policy and conducted research, including on the demographics and working conditions of domestic workers.
